Sample Mid-Term Exam Question

The Santa Barbara County fire department has recently discovered the power of computer mapping, and after a top level meeting, has decided that there is a direct relationship between house fires and high voltage power lines in Santa Barbara. They have a line map in CorelDraw vector form showing the power lines, and a base map of Santa Barbara city census tracts from the Census Bureau, in closed polygon form, suitable for import into Corel. In another file, they have the numbers of buildings in each tract.

What sort of mapping methods would be suitable for this problem? What special symbolization problems might you face if you were to be hired to generate such a map for use at a Santa Barbara City Council meeting on saffety planning?
