According to personnel communication with Ryoichi S Hasebe (Landsat-5 SE / Deputy Project Manager, rhasebe@csc.com) Landsat 5 is still operational (2 decades beyond its designed lifetime!) and the international ground station network is being expanded. Very good news for the international environmental multispectral remote sensing user community.
